A line of U.S. Navy sailors dressed in white dress uniforms are standing at parade rest along the edge of what appears to be the flight deck of a naval vessel. They are facing outward toward a body of water, with a coastal city skyline and green hills visible in the background, consistent with Pearl Harbor, Hawaii. The formation suggests a formal ceremonial event such as a 'manning the rails' procedure during a port arrival or departure.
