Chief Warrant Officer 5 (ret.) Herb Stevens and Chief Warrant Officer 4 Matthew Strohmeyer pin second lieutenant rank bars on newly commissioned Illinois Army National Guard (ILARNG) 2nd Lt. Jevorne Francisrichards during the ILARNG Officer Candidate School graduation and commissioning ceremony Aug. 16 in Normal. Francisrichards was one of 22 Soldiers to complete the OCS program and one of 18 to commission during the ceremony. Francisrichards, of Kankakee, Illinois, branched as a Logistics officer and is assigned to 3625 Quartermaster Company.
