A young herder stands facing a large herd of goats in an arid, dusty landscape with sparse acacia trees in the background. The person is holding a stick or staff, a common tool used in livestock herding across East Africa. The dry, barren ground and leafless trees suggest a drought-affected or dry-season environment.

A local villager keeps goats herded during a Veterinary Civic Action Program, or VETCAP, in Daaba, Kenya, Aug. 5, 2012. The VETCAP involved local civilians; the Kenyan military; a local veterinarian; a representative from the international organization Veterinaires Sans Frontieres-Suisse; and civil affairs soldiers from Combined Joint Task Force - Horn of Africa, or CJTF-HOA. CJTF-HOA participates in many VETCAPs across East Africa, aiming to help strengthen the capabilities of community based animal health workers, ensure livestock health, enhance agriculture and economic stability and develop trust and confidence with partner nations.
