Local villagers from Daaba, Kenya, and U.S. Army civil affairs soldiers gathered with Kenyan army soldiers; a local veterinarian; and a representative from the international organization Veterinaires Sans Frontieres-Suisee on Aug. 3, 2012, to discuss the upcoming Veterinary Civic Action Program, or VETCAP. The U.S. civil affairs soldiers are assigned to Combined Joint Task Force - Horn of Africa, or CJTF-HOA. CJTF-HOA participates in many VETCAPs across East Africa, aiming to help strengthen the capabilities of community based animal health workers, ensure livestock health, enhance agriculture and economic stability and develop trust and confidence with partner nations.
