US Army soldiers in ACU uniforms are working alongside local civilians and military personnel to provide veterinary care to a small goat in what appears to be a rural African setting. One soldier is crouching and restraining the animal while another holds a syringe and an orange bottle of medication, suggesting a vaccination or treatment operation. Several local individuals, including children and adults in civilian and camouflage clothing, are gathered around assisting or observing.

U.S. Army Maj. Bradley Keough, center, a veterinary field officer with the 448th Civil Affairs Battalion's functional specialty team, diagnoses a goat with the aid of local veterinary assistants during a Veterinary Civic Action Program, or VETCAP, in Daaba, Kenya, Aug. 5, 2012. The VETCAP involved local civilians, the Kenyan military, a local veterinarian, a representative from the international organization Veterinaires Sans Frontieres-Suisse, and civil affairs soldiers from Combined Joint Task Force - Horn of Africa, or CJTF-HOA. CJTF-HOA participates in many VETCAPs across East Africa, aiming to help strengthen the capabilities of community based animal health workers, ensure livestock health, enhance agriculture and economic stability and develop trust and confidence with partner nations.
