A U.S. military soldier and a local health worker in blue scrubs and a face mask are crouching down to treat or examine a white goat in an arid, rural African setting. A group of local community members, including adults and children dressed in traditional and everyday clothing, stand around observing the procedure. A red basin containing medical supplies is visible on the ground nearby.

Dr. Josphat Muema, center, a local veterinarian prepares to give a goat a shot while local villagers watch and U.S. Army Capt. Daniel Crowell, veterinary field officer with the 448th Civil Affairs Battalion's functional specialty team, holds it still during a Veterinary Civic Action Program, or VETCAP, in Daaba, Kenya, Aug. 5, 2012. The VETCAP involved local civilians, the Kenyan military, a local veterinarian, a representative from the international organization Veterinaires Sans Frontieres-Suisse, and civil affairs soldiers from Combined Joint Task Force - Horn of Africa, or CJTF-HOA. CJTF-HOA participates in many VETCAPs across East Africa, aiming to help strengthen the capabilities of community based animal health workers, ensure livestock health, enhance agriculture and economic stability and develop trust and confidence with partner nations.
