    Local villagers watch over their herd during a Veterinary Civic Action Program, or VETCAP, in Oldonyiro, Kenya, Aug. 10, 2012. The VETCAP involved local civilian, the Kenyan military, and the 448th Civil Affairs Battalion of Combined Joint Task Force - Horn of Africa, or CJTF-HOA. CJTF-HOA participates in many VETCAPs across East Africa, aiming to help strengthen the capabilities of community based animal health workers, ensure livestock health, enhance agriculture and economic stability and develop trust and confidence with partner nations.
