Mr. Stephen Baack, U.S. Army Corps of Engineers - Los Angeles District, accepts the Moss-Holland Civilian Writer of the Year award at the 2026 Public Affairs Forum in Alexandria, VA., May 29, 2026. The award is named for John Moss and Peggy Holland, Army public affairs personnel killed in the bombing of the Alfred P. Murrah Building in Oklahoma City. The forum, hosted by the Army Communications and Outreach Office, recognized winners of the annual Maj. Gen. Keith L. Ware Awards, as well as the 2026 Spc. Hilda I.
