Meet James “Jim” Katin, Director of Training, a driving force behind how the Center for Service Support (CSS) delivers world-class training to the Fleet. With more than five years at CSS - and a career progression from Instructional Systems Specialist to Learning Standards Officer to Director - Mr. Katin now leads the team shaping the future of Navy learning.
So what does being the Director of Training entail?
Mr. Katin oversees the full spectrum of training at CSS - from curriculum development and maintenance to training execution, quality control, and policy. His team ensures that Sailors across multiple ratings receive excellent training to stay mission-ready.
He is also in charge of:
Big-picture coordination: Mr. Katin’s team manages both traditional learning site relationships *and* specialized roles like Curriculum Control Authority (CCA) and Course Curriculum Model Manager (CCMM) - ensuring alignment across the Navy’s training enterprise.
Enterprise-wide collaboration: On any given day, he’s working with stakeholders across the Navy - from Type Commanders to NETC, OPNAV, and multiple learning centers—to keep training relevant and effective.
Fleet impact: His team develops and maintains A- and C-school training, supports professional development programs, and helps shape common military training (CMT) across the Navy.
Mr. Katin’s role sits at the heart of SECWAR’s priority to modernize training. By overseeing curriculum updates, integrating new requirements, and working with partners across the enterprise, he ensures CSS training evolves with the Fleet - using new tools, refining processes, and maintaining the highest standards of quality.
One thing Mr. Katin wants people to understand? The scope of this work is massive. From instructors in the classroom to senior leadership at the Pentagon, his team connects it all - ensuring training remains aligned, effective, and ready for the challenges ahead.
When he’s not leading training efforts, Mr. Katin enjoys tackling projects at home - bringing that same hands-on mindset to everything he does.
