Douglas Perry, commander, Submarine Group 9, delivers his remarks as the guest speaker during a change-of-command ceremony for the Ohio-class ballistic missile submarine USS Pennsylvania (SSBN 735) (Blue) at the Keyport Undersea Warfare Museum. During the change-of-command ceremony, Cmdr. Hans Fosser was relieved by Cmdr. Sean Gray.
