A U.S. Air Force officer in dress uniform is presenting a folded American flag to an elderly veteran wearing a cap identifying him as 'Vice State Chairman, Pearl Harbor Survivors.' The ceremony appears to be a formal military commemoration event, likely a Pearl Harbor anniversary observance, with multiple Pearl Harbor survivors seated and wearing leis. The setting appears to be an outdoor venue in a warm climate.
