Three military personnel in camouflage uniforms are gathered in what appears to be a briefing or classroom room. Two individuals are seated on chairs and appear to be laughing or smiling, while a third stands against the wall with hands on hips, also smiling. The atmosphere appears relaxed and informal, suggesting a break or casual moment during a training or briefing session.

U.S. Air Force Brig. Gen. April Vogel, left, the Maryland National Guard’s assistant adjutant general for Air, shares a laugh with instructors from the Bosnia and Herzegovina armed forces’ Travnik Training Center during a visit to the center in Travnik, Bosnia, Thursday, Nov. 29, 2018. Vogel, along with U.S. Army Brig. Gen. Janeen Birckhead, the Maryland Guard’s assistant adjutant general for Army, met with key staff at the center and also spoke with students on how officers and noncommissioned officers together form the command team, as well as ways to strengthen that tie. The Maryland Guard and the Bosnian armed forces are celebrating 15 years of partnership as part of the U.S. Department of Defense’s State Partnership Program, which pairs up National Guard elements with partner nations worldwide. Begun in 1993, the program now includes 75 partnerships with 81 countries. (U.S. Army photo by Sgt. 1st Class Jon Soucy)
