U.S. Marine Corps Cpl. Justin Franklin was awarded the PFC Herbert A. Littleton Noncommissioned Officer Award for Operational Communications Excellence. This award recognizes the outstanding contributions of an NCO performing operational communications duties in support of the Marine Corps’ mission. Franklin, a native of North Carolina, is a network administrator with Headquarters Battalion, 3d Marine Division.
