James “Parker” Staggs, outgoing Product Manager Common Synthetic Environment (PdM CSE) for Project Manager Simulation (PM SIM) at the U.S. Army's Capability Program Executive Simulation, Training, Test and Threat (CPE ST3), delivers his remarks during a relinquishment of charter ceremony on Aug. 3, 2026, at CPE ST3 headquarters in Orlando, Florida. During the ceremony, Staggs relinquished the PdM CSE charter to Col. Natashia Coleman, PM SIM, in preparation for his upcoming retirement from active duty. The mission of PdM CSE is to enhance Soldier lethality by converging live, virtual and constructive training capabilities in a single synthetic training environment which replicates the uncertainty, stress and complexity of modern warfare.
