    APRA HARBOR, Guam (May 25, 2021) – The submarine tender USS Emory S. Land (AS 39) conducted a change of command ceremony aboard the ship, May 25.

    Capt. Andrew Ring, from Wilmore, Kansas, relieved Capt. Michael Luckett, from Banning, California, as Land’s commanding officer during the ceremony.

    “I have been privileged and honored to serve as your captain, leading this incredibly talented and skilled hybrid crew of Sailors and civilian mariners,” said Luckett. “Through all of these ups and downs, you’ve always done your duty with honor -- trusting the shipmate to your left and to your right, being professionals -- taking care of the ship and your shipmates, and living up to the heritage and traditions of the tender Sailors who’ve gone before you. Thank you all for your energy, dedication, and teamwork.”

    Under Luckett’s leadership, Land sailed more than 50,000 miles to successfully execute three deployments in the U.S. 7th Fleet area of operations and complete an eight-month scheduled maintenance period in Vallejo, California.

    Land accomplishments throughout Luckett’s tour include the completion of 7,000 hours of repair work on forward deployed naval force units in Sasebo, Japan, an historic visit to the Ulithi Atoll – the first since World War II, the completion of 19 submarine and surface ship maintenance repair periods, and a subject matter expert exchange with the Indian Navy’s submarine flag leadership. Furthermore, his leadership ensured Land remained a COVID-free repair facility during the midst of the pandemic. Land was awarded the 2019 Commander, Submarine Force, U.S. Pacific Fleet, Battle Efficiency (“E”) Award, as well as numerous other mission specialty awards.

    “Sailors and mariners of Emory S. Land -- the Navy, our nation, and our allies will continue to rely upon you,” said Luckett. “Your mission -- delivering forward and mobile logistical support to enable the submarine force to unleash decisive combat power from under the sea -- has never been more relevant in this era of great power competition. I am certain you will rise to each new challenge as you continue to carry out that mission.”

    Luckett will be transitioning to U.S. Naval Base Guam, where he will be the new commanding officer of the base.

    Rear Adm. Jeff Jablon, commander, Submarine Force, U.S. Pacific Fleet, was the guest speaker at the ceremony.

    "It is a pleasure to be here for this special occasion as one superb leader departs and another takes his place," said Jablon. "Capt. Luckett's ability to command this fantastic ship during great power competition has proven that his leadership and his team are always ready. I have no doubt that Capt. Ring will pick up the torch and continue to carry Land on to many more successes in the future."

    Ring arrives to Land from the staff of Commander, Submarine Force, U.S. Pacific Fleet, where he most recently served as the director of integrated undersea surveillance systems.

    “It was humbling to be selected for major command, and I am honored to join a crew that has achieved an outstanding record of success over the past two years,” said Ring. “I have been thoroughly impressed with the experience and skill demonstrated by this crew over the turnover period. It is with great pride and anticipation that I join this team to execute the strategic mission that the tenders provide to U.S. 7th Fleet and to our submarine force.”

    Land is one of two Navy submarine tenders that provide maintenance, hotel services and logistical support to submarines and surface ships in the U.S. 5th and 7th Fleet areas of operation. The submarines and tenders are maintained as part of the U.S. Navy's forward-deployed submarine force and are readily capable of meeting global operational requirements.
