Four naval officers in white dress uniforms are seated on a raised platform or stage during what appears to be a formal military ceremony. Two flags are visible overhead, including what appears to be the United States flag and a Japanese flag, suggesting a bilateral or joint military event. The setting appears to be an outdoor or semi-open hangar area at a military airfield.
