    PORTSMOUTH, Va. (Aug. 21, 2026) Capt. Justin Lafreniere, executive officer, Navy Medicine Readiness and Training Command (NMRTC) Portsmouth, presents a certificate to Lt. Jay Perez, assigned to NMRTC Portsmouth, during a Pastoral Care Residency (PCR) award ceremony in the Chapel of Comfort at Naval Medical Center Portsmouth (NMCP), Aug. 21, 2026.
