    PORTSMOUTH, Va. (Aug. 21, 2026) Lt. William Bevins, assigned to Naval Medical Center Portsmouth (NMCP) is presented the Professional Naval Chaplain Excellency Award for fiscal year 2026 during a Pastoral Care Residency (PCR) award ceremony in the Chapel of Comfort at NMCP, Aug. 21, 2026. Four chaplains were awarded graduation certificates for the PCR program, which is a full-time, immersive, year-long assignment that occurs over a period of four quarters.
