Military personnel are loading or inspecting a large cylindrical tank system mounted on a green wheeled trailer being positioned into the rear cargo ramp of a C-130 Hercules aircraft. The aircraft tail number reads '21534' with the number '3' and what appears to be 'Wyoming' markings, suggesting a National Guard unit. Two crew members in flight suits are working on the equipment near the aircraft's open rear ramp.
