Sands III, commander, Naval Service Training Command (NSTC), speaks at the NSTC Change of Command ceremony in the Midway Ceremonial Drill Hall at Recruit Training Command (RTC), the Navy’s only boot camp, on Naval Station Great Lakes, April 25.
