Ayers spays Boatswain's Mate Seaman Jennifer Avila, both assigned to the submarine tender USS Frank Cable (AS 40), with Oleoresin Capsicum, pepper spray, before she fights through stations during non-lethal weapons training, on Naval Base Guam, March 9. Frank Cable, forward-deployed to Guam, repairs, rearms and reprovisions deployed U.S. Naval Forces in the Indo-Pacific region.
