Rear Adm. Jeffrey A. Harley (left), president, U.S. Naval War College (NWC) in Newport, Rhode Island and Wendy Skinner (right), director of development, NWC Foundation, present the Weschler Award for Inspirational Teaching to Col. Joseph McGraw, a military professor from the joint military operations department at NWC, during a faculty cloister in the college’s Spruance Auditorium. The award recognizes a uniformed NWC professor who demonstrates professional competence, imagination and enthusiasm while creating the conditions for unique and innovative thought among his or her students.
