A large formation of naval personnel dressed in white dress uniforms are standing at attention along the edge of what appears to be a warship's deck. The sailors are lined up in a single-file row extending into the background, suggesting a formal ceremonial event such as a 'manning the rails' tradition. The setting appears to be a harbor or port with land and hills visible in the background.
