The people of East Pakistan were struggling to recover from a catastrophic cyclone and massive floods when civil strife erupted in March, 1971. Millions of East Pakistanis fled to India. By November, 1971, the Indian Government reported an influx of more than 9 million refugees. Millions more faced famine in East Pakistan. Joining in an international relief effort to help a massive foodlift under the supervision of the United Nations. 155 million pounds of Food for Peace blends capable of feeding 3.5 million children for six to eight months were included in U.S. emergency assistance which, by November, 1971, totaled $8.3 million in India and $154.6 million in East Pakistan. U.S. grants of money, food, medicines, tents, and other emergency supplies are provided by the Agency for International Development (AID), which administers the U.S. foreign aid program.
