A senior military officer in Air Force ABU (Airman Battle Uniform) is greeting and shaking hands with soldiers wearing Army ACU (Army Combat Uniform) in what appears to be a formal troop review or meet-and-greet ceremony. The setting appears to be an outdoor military installation, likely in a desert environment based on the terrain and vegetation visible in the background. Multiple soldiers are standing in formation while the officer moves down the line.

Air Force Maj. Gen. Timothy J. Lowenberg, the adjutant general for the Washington National Guard, awards Spc. RJ Tally from Irvine, Calif., with Headquarters Company, 81st Brigade Combat Team, Washington Army National Guard, a coin Dec. 28, 2008 at Camp Ramadi, Iraq. Tally, along with about 15 of his fellow Soldiers who were nominated by their superiors, was awarded the Adjutant General coin for outstanding work. Lowenberg visited 81st BCT Soldiers in Ramadi and Balad during his two-day trip. More than 2,400 members of the Washington Army National Guard's 81st BCT are deployed to various bases across Iraq, including Al-Asad, Q-West, Balad and Al-Taqaddum, in support of Operation Iraqi Freedom. This is the second deployment for the 81st BCT.
