Phillip Sylvia Jr., commander, Submarine Squadron (CSS) 11, presents a Sailor of the Quarter plaque to Electrician's Mate (Nuclear) 1st Class Jonathan West, from Ticonderoga, New York, during awards-at-quarters, Sept. 5, 2025. West was selected as the Sailor of the Quarter for the 4th quarter of fiscal year 2025. CSS-11 is home to four Los Angeles-class fast-attack submarines, capable of supporting various missions, including anti-submarine warfare, anti-ship warfare, strike warfare and intelligence, surveillance and reconnaissance.
