A formal military or first responder ceremony is taking place indoors, likely in a fire station or similar facility. A heavily tattooed individual in a white naval/dress uniform is rendering a salute while presenting a folded American flag to a man wearing a white polo shirt with what appears to be a fire/EMS department patch. Several other individuals in uniform and civilian attire stand solemnly in the background as witnesses.

U.S. Navy Master Chief Mark House, command master chief in charge of Camp Lemonnier, Djibouti (CLDJ), left, renders honors during a memorial ceremony where service members gathered to honor the nearly 3,000 lives lost in the Sept. 11, 2001, terrorist attacks, remember those affected by the tragedy, and reflect on the events that shaped a generation of service. CLDJ serves as an expeditionary base for U.S. military forces providing support to ships, aircraft and personnel that ensure security throughout Europe, Africa and Southwest Asia. The base enables maritime and combat operations in the Horn of Africa while fostering positive U.S.-Africa relations. (U.S. Navy photo by Mass Communication Specialist 1st Class Benjamin K.
