Two U.S. Coast Guard personnel are posing together holding a framed shadow box containing a folded American flag and two unit coins with a commemorative plaque. The officer on the right is in dress whites with medals and rank insignia, while the enlisted member on the left is in the standard blue uniform. This appears to be a military ceremony, likely a change of command or retirement event.

Coast Guard Lt. Raymond J. Cerrato III (right) receives the commissioning pennant from the youngest crew member in a change of command ceremony of the Fast Response Cutter Oliver Henry (WPC 1140), Apra Harbor, Guam, Aug. 21, 2026. Lt. John “Jack” P. Stone, a native of Atlanta, relieved Cerrato as commanding officer of the Sentinel-class fast response cutter. Cerrato, a native of Melbourne, Fla., led Oliver Henry through more than 75,000 nautical miles of operations across Oceania and the Micronesian subregion. During his three years in command, the cutter crew conducted search and rescue missions, law enforcement, disaster response, diplomatic engagements and partner-nation operations in support of U.S. Coast Guard missions throughout the region.
