Two U.S. Coast Guard officers in dress white uniforms are seated at what appears to be a formal military ceremony. Both officers wear service ribbons, medals, and rank insignia on their uniforms, suggesting they hold officer-level positions. The setting includes multiple flags, including the U.S. flag and what appears to be the flag of Guam, indicating this ceremony may be taking place in or near Guam.

Lt. John “Jack” P. Stone (right) is seated with Lt. Raymond J. Cerrato III at the change of command for the Fast Response Cutter Oliver Henry (WPC 1140), Apra Harbor, Guam, Aug. 21, 2026. Stone, a native of Atlanta, relieved Cerrato as commanding officer. Cerrato, a native of Melbourne, Fla., led Oliver Henry through more than 75,000 nautical miles of operations across Oceania and the Micronesian subregion. During his three years in command, the cutter crew conducted search and rescue missions, law enforcement, disaster response, diplomatic engagements and partner-nation operations in support of U.S. Coast Guard missions throughout the region.
