Charles Harmon, branch head of Navy Enlisted Plans and Policy (OPNAV N132), provides remarks on Billet Based Advancement (BBA) and Senior Enlisted Marketplace (SEM) to the inaugural Enlisted Readiness Council, August 11, 2026. Established by Chief of Naval Operations (CNO) Adm. Daryl Caudle, the ERC, chaired by Master Chief Petty Officer of the Navy (MCPON) John Perryman, creates a direct connection between senior enlisted leaders across the Fleet and the Navy’s highest levels of decision-making, and during the three-day conference, members received briefs and worked through issue papers submitted from across the Fleet. The council will meet regularly and provide readiness assessments, recommendations, and issue-focused analysis to the CNO for consideration.
