Master Chief Petty Officer of the Navy (MCPON) John Perryman led the inaugural Enlisted Readiness Council (ERC) Aug. 10-12, bringing together 30 senior enlisted leaders to identify systemic barriers to readiness and develop actionable recommendations for Navy leadership.
Established by Chief of Naval Operations (CNO) Adm. Daryl Caudle, the ERC creates a direct connection between senior enlisted leaders across the Fleet and the Navy’s highest levels of decision-making.
The ERC included senior enlisted leaders representing operational forces, personnel and training organizations, shore support activities, and medical and family readiness organizations. Members were organized into three major committees: Executive Committee, Type Command Committee, and Fleet Committee. Issues identified by the council will be aligned to the appropriate committee for further assessment and action.
"The CNO and I spend a lot of time traveling the Fleet, talking with Sailors and their families about the things that make it harder to do their jobs, take care of their families and stay focused on the mission,” said Perryman. “Part of our responsibility as senior enlisted leaders is taking what we’re hearing, figuring out where we can make a difference and getting those issues in front of the people who can help us solve them.”
Throughout the three-day council, members received guidance from the CNO, briefs from Capt. Charles Harmon, Enlisted Plans and Policy branch head, and Vice Adm. Scott Gray, commander, Navy installations Command, and received a Command Senior Enlisted Leader (CSEL) program update. Harmon provided updates on enlisted personnel policies and initiatives, including Senior Enlisted Marketplace and Billet-Based Advancement, while Gray addressed shore readiness and installation programs and services that support Sailors, families and Fleet operations.
The discussions gave council members an opportunity to examine Fleet-raised issues alongside the leaders responsible for many of the policies, programs and resources that shape a Sailor’s service. Members worked through issue papers submitted from across the Fleet, examined potential barriers to change and identified issues requiring continued action through the ERC.
As council chair, Perryman, challenged members to use their experience and positions of influence to move beyond identifying problems and help drive solutions.
“We know where some of the friction is because Sailors are telling us and our job is to do something with that information,” said Perryman. “That means asking hard questions, challenging processes that aren’t working and bringing forward solutions that can improve readiness and the way our Sailors serve. That’s what the CNO expects from this council.”
The council will meet regularly and provide readiness assessments, recommendations, and issue-focused analysis to the CNO for consideration, while issues requiring additional work will continue through the appropriate committee and tracked to ensure issues raised from the Fleet remain visible as decisions are made and actions move forward.
