Brad Andros, center, commander, NECC, and Master-at-Arms 3rd Class Ryan Needles, the youngest Sailor assigned to NECC, use ceremonial shovels to bury a time capsule outside Building 3509 at Joint Expeditionary Base Little Creek-Fort Story, July 30.
