VIRGINIA BEACH, Va. (July 30, 2026) – U.S. Navy Master-at-Arms 3rd Class Ryan Needles, the youngest Sailor assigned to Navy Expeditionary Combat Command (NECC), places a Navy Expeditionary Combat Force Planners’ Tool Book into the command's time capsule during a burial ceremony at Joint Expeditionary Base Little Creek-Fort Story, July 30. The Navy Expeditionary Combat Force (NECF) Planners’ Tool captures the knowledge, information and lessons learned (KILL) across the NECF enterprise. It provides the conceptual framework, methodology and key considerations that enable NECF units to plan, train for, and execute their respective operations. Representatives from various NECC communities provided descriptions of their items as they were added to the capsule to represent the rich history and combat readiness of the force.
