    GUANTANAMO BAY, Cuba (June 15, 2026) – A view of the newly constructed waste tire monofil cell, engineered utilizing shredded rubber aggregates aboard Naval Station Guantanamo Bay, Cuba. The monofil cell returns a multi-acre legacy storage area back to beneficial use and allows the stored material to be retrieved for future engineering applications. The project was executed by on-island subcontractor RQ Construction LLC, of Carlsbad, California, under the direction of Naval Facilities Engineering Systems Command Southeast.
