Members of the First Army Color Guard stand ready to post the colors at the First Army Change of Responsibility ceremony, Rock Island Arsenal, IL, July 8, 2026. First Army welcomes the incoming leader, Command Sgt. Maj. Randolph Delapena, and farewells the outgoing, Command Sgt. Maj. Christopher Prosser during the ceremony. Command Sgt. Maj. Delapena was previously the command sergeant major for the 82nd Airborne Division located at Fort Bragg, N.C., and Command Sgt. Maj. Prosser will move on to become the commandant at the U.S. Army NCO Academy located in Fort Bliss, TX.
