JOINT BASE PEARL HARBOR-HICKAM, Hawaii (March 30, 2026) — Capt. Chris Coggins, commanding officer of Officer-in-Charge of Construction, Pearl Harbor Naval Shipyard (OICC PHNSY), briefs Joanna Victorino, director of the Shipyard Infrastructure Optimization Program (SIOP) Department, Pearl Harbor Naval Shipyard Infrastructure Optimization Program (PMO 555), on Dry Dock 5 progress at Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility. OICC PHNSY executes Naval Facilities Engineering Systems Command (NAVFAC) mission to deliver facilities and infrastructure through SIOP, enhancing the Navy’s ability to overhaul, repair and modernize submarines and support current and future classes of nuclear-powered warships.
