The Officer-in-Charge of Construction, Pearl Harbor Naval Shipyard (OICC PHNSY), executes Naval Facilities Engineering Systems Command (NAVFAC) mission to deliver facilities and infrastructure through the Shipyard Infrastructure Optimization Program (SIOP), enhancing the Navy’s ability to overhaul, repair and modernize submarines and support current and future classes of nuclear-powered warships.
