    Officer in Charge of Construction Pearl Harbor Naval Shipyard      

     

    MISSION: The Officer in Charge of Construction, Pearl Harbor Naval Shipyard (OICC PHNSY) delivers Shipyard Infrastructure Optimization Program (SIOP) facilities, utilities, and other supporting infrastructure to optimize Navy Attack Submarine overhaul, repair and modernization.

    VISION:  We exist to deliver SIOP construction projects enabling Fleet warfighter readiness. As an Echelon IV command within the Naval Facilities Engineering Systems Command (NAVFAC), we exercise NAVFAC technical and acquisition authorities and apply engineering, construction and acquisition expertise directly contributing to National Deterrence. DD5 and SIOP repair construction supports the No ka Oi shipyard legacy with increased nuclear ship maintenance.
