WILMINGTON, N.C. – Firefighters with the Wilmington Fire Department load oxygen tanks onto a fire engine during a recent engagement between a team of U.S. Army special operations civil affairs soldiers based in Fort Bragg, N.C. It is observations made at engagements like this that enable Civil Affairs Teams (CATs) to benchmark best practices, training, and capabilities that carry forward to developing and enhancing international military and civil partner capabilities and civil service capacities to support regional stability.
