"I had it made, and I talked to management at USACE: how should we word this?" Steelman said. "This was kind of my baby from the beginning of making all this happen, with a lot of help from senior management at USACE." Steelman worked with then-Baltimore District Commander Colonel Estee Pinchasin, Dan Noble, and Emily Schiffmacher, Chief of the Environmental and Munitions Design Center, to make the donation happen.
