Steve Padhi as the Officer in Charge of Construction Pearl Harbor Naval Shipyard (OICC PHNSY) Commanding Officer during a Change of Command Ceremony held today at Kilo Pier 7/8 on Joint Base Pearl Harbor-Hickam. NAVFAC Pacific Commander Rear Adm. Omarr Tobias served as the keynote speaker. All three leaders gathered for an official cake-cutting during the event.
