Steve Padhi as the Officer in Charge of Construction Pearl Harbor Naval Shipyard (OICC PHNSY) Commanding Officer during a Change of Command Ceremony held today at Kilo Pier 7/8 on Joint Base Pearl Harbor-Hickam. NAVFAC Pacific Commander Rear Adm. Omarr Tobias served as the keynote speaker. Both captain’s families attended the event, along with OICC PHNSY teammates, SIOP members, NAVFAC Pacific leadership, state representatives and external stakeholders.
