Paul Owen, commander of the USACE South Pacific Division; Cheree Peterson SES, programs director for the South Pacific Division; and Col. James Handura, commander of the Sacramento District. The Isabella DSMP is one of the largest projects in all of USACE, with about $650 million of obligated funds devoted to the project.
