During a Fort Worth District site visit Aug. 28, Brig. Gen. Thomas W. Kula, commander, Southwestern Division, U.S. Army Corps of Engineers, was briefed on two city of Dallas projects inside the federally authorized Dallas Floodway System. HNTB geotechnical engineer David A. Jaromin provides an outline of cut-off wall construction to Kula and Jennifer Moore, the Southwestern Division’s executive secretary. The excavated trench is filled with a soil-bentonite slurry. The new wall will block underground seepage. The wall will help the city certify the Dallas Floodway for FEMA’s National Flood Insurance Program at the 100-year level.
