Emergency responders in firefighter gear are providing medical treatment to a person lying on an orange stretcher atop a red tarp. A responder wearing blue latex gloves is applying bandaging or wound care to the patient's leg area. This appears to be either a mass casualty incident drill or an actual emergency response scenario, with multiple patients visible on the tarp.

CAMP LEMONNIER, Djibouti – Camp Lemonnier, Djibouti (CLDJ) Fire and Emergency Services personnel attach a splint to the leg of a participant with a simulated injury during Reliant Rumble, a disaster response exercise conducted on base, October 15, 2020. CLDJ first responders address an earthquake with mass casualties and all others onboard are responsible for personnel accountability, base security and disaster safety. The exercise is part of an assessment conducted on all eight installations of Navy Region Europe, Africa, Central to test their response proficiency. Camp Lemonnier is an operational installation that enables U.S., allied and partner nation forces to be where and when they are needed to ensure security in Europe, Africa and Southwest Asia.
