Joe Rizzi , Emergency Manager for the City of Eugene, and Lane County Search and Rescue Fire Chief, Dale Borland, (back to camera), review information for a mass casualty response scenario during the Vigilant Guard Exercise at the Eugene Airport, in Eugene, Ore., May 3. The exercise is designed to test the interoperability of local and state first responders and the National Guard, and has been coordinated with U.S. Northern Command (USNORTHCOM) and North American Aerospace Defense Command (NORAD). Planners hope the event will enhance multi-agency cooperation and response in disaster situations.
