Two U.S. Navy personnel in NWU Type III (woodland digital camouflage) uniforms are working together on a rigging or cable-securing task against a large rusted metal structure. Both are wearing tan hard hats, safety glasses, and work gloves while manipulating a heavy steel cable with a mechanical fastening device. The setting appears to be an outdoor construction or salvage operation, likely at a military installation.

190320-N-RU084-1014 OXNARD, Calif. (Mar. 20, 2019) – U.S. Navy Builder 2nd Class Christen Makin (Right), from Lexington, Kentucky, and Builder 1st Class Lance Fairchild, from Nederland, Colorado, both assigned to Underwater Construction Team 2, secure a cable to a pad eye on an expeditionary quay wall patch (Curley patch) during a proof of concept test aboard Naval Base Ventura County in support of Pacific Blitz 2019 (PacBlitz19). The Curley patch technique provides expedient repair to piers and wharfs enabling military forces to continue to utilize the port to provide logistical support to the operating forces. PacBlitz19 provides realistic, relevant training necessary for effective global crisis response and provides reassurance to U.S. regional partners and allies of enduring commitment to regional stability.
