    Coast Guard 13th District Master Petty Officer Ryan Hooper, on-coming reserve command master chief, Rear Adm. David Throop, commander, and Master Chief Petty Officer Timothy Beard, off-going reserve command master chief, participate in a change-of-watch ceremony held in Seattle, July 9, 2018.
