    Master Chief Petty Officer Timothy Beard, off-going reserve command master chief, Coast Guard 13th District, displays the notes for the speech to the crowd during a change-of-watch ceremony held in Seattle, July 9, 2018.

    His gestured was in response to the two previous speakers, and after he complimented their words he followed up with his display and noted that his speech would be brief.
