    DHS’s FY 2017 Enacted Appropriations provided funding to replace a 4 mile segment of chain link pedestrian barrier adjacent to the canal in downtown El Paso with steel bollard wall. Made from inferior materials, the current barrier is easily breached, climbed and under-dug.
